It's not outside of the realm of possibility, but there's a reason why fans on portable devices are extremely rare. It's just not very functional in that form factor. It's far more likely that the tablet is underclocked when not in the dock to save battery and switches to whatever stock values it will have in the dock to support the higher resolution on a TV screen - that's far more sensible, as such "mobile" modes are commonly used in consumer electronics.I also doubt a fan in the console even if it turns on only when dock, but I don't think it is an impossibility. A lot of people around the web seem to be so sure it is a fan in there, tho.
If they can get the chip to run at around 10W real-life TDP, they're in the clear - if not, it will be underclocked as stock, it's just the way it is. They need it to run for at least 3 hours full-blast and they need it to be cool while at it, it's a tablet.
