So, I have an o3ds 11.1 with access to the homebrew launcher through oothax.
Can I do anything right now?

Too bad. I don't have the necessary equipment nor the knowledge to do a hardmod, so I can only wait

I bought a MK7 3DS for about $80 from Gamestop.com. It will come on 6.0.

Mod that to CFW, and give it a dummy account. On that Dummy account, buy Field Runners. It's a DSiWare, $5. Plailect has a guide for installing a hacked save to Field Runners on the CFW 2DS. Follow his guide, it's going to involve a System Transfer to get that hacked save onto your 3ds and use it to downgrade to 10.4, then to 9.2, then 2.1, then installing CFW and upgrading back to 11.1 with Luma.

If you have any saves on downloaded games, back up what you can through JKSM or SVDT, as you're going to format the 3DS before the transfer so you can link the Dummy account. After the guide, when you have Luma on the 3DS, you can format it again (Luma will stay, but you'll have to reinstall FBI/HBL/Luma Updater CIAs through Hourglass) and re-link your own account.

I say use the Dummy account so you won't have to wait a week between 2 system transfers. This way you only have to perform one, and not even on your account.

Either way, after it's all said and done you will have to re-download your titles and restore any backups you made prior to doing this.

It's the only way to softmod, depending on Shipping you may spend a little over $90 (unless you can find a cheap used system on lower than 11.0).

I can confirm that using the Dummy account works to prevent a week wait, despite what some may say. I did the modding in 2 days: 2DS on day 1, system transfer and modding of 3ds on day 2.

If I restore a backup, will that restore the old Nintendo account to the dummy 3ds? Or will it have to be registered somehow

Wait for what? For Nintendo to patch the hardmod/DSiWare downgrade in 11.2? Not really a good idea in my opinion ;)

Do you know anyone around you who might have a 2DS/3DS (but not New 3DS) that is either hacked or hackable (10.7 and lower)?
If so, you can use @Reaga's method without buying anything (except Fieldrunners).

There's some server issues there, I'm not sure how they'd play out.

When you format a 3DS, you can put a new account on it but something server-side with Nintendo prevents you from putting the old account from before the format on a different system.

So while the save files and content would be installed thanks to the back-up, I believe they would be invalidated (and therefore unusable) if the account is recorded to be on a different system according to Nintendo.

I think at best you would have access to your stuff if and only if you never go online, but that's a first guess.

Better to use a save manager to back-up what saves you can so you can restore them later, or (if there's not a New 3DS involved, or if both systems are New 3DS) wait the week for the extra system transfer.

Edit: I think you're asking about getting the Dummy account back onto the MK7 2ds (or whatever system you get just for the DSiWare method).

If the 3DS you're trying to hack with this is NOT a New 3DS (or if both the source and target are New 3DS), you can always wait the week and System Transfer the dummy account back to the source 3DS, but if you're like me and don't want to wait a week to finish the hack an extra account is better.

New 3ds cannot transfer to Old 3ds, but other than that System Transfers are basically required to move an account and still connect to Nintendo servers. You can unlink the account console-side with a format, but according to Nintendo the first account (pre-format) is still linked server-side to the system even if a new account logs in post-format.
