PS1/2 Would a burnt copy of Xploder or Action Replay work on a modded psone?

My psone has onechip. Would it boot burnt games?

Yes, I think so.
But not with all PSone modchips you can boot out off region games.
If you have a modded PAL PSone you need a some kind off boot disc to boot NTSC games.

Onechip doesn't need a boot disc, only the older chips do.
