Hacking can a9lh-ed (n)3ds dwonload-play with other regions?

I think about buying a n3ds xl (majoras mask) edition to a9lh it. only problem I see is that I find only jp/us models at reasonable price. after a9lh will a us version running eu game (cia from freesop or somthing) be able to play multiplayer with unhacked eu 3ds with the same cia? I mean the games that dont support region free multiplayer. also can a9lh-ed us 3ds get download play games from eu console to play multiplayer?

I don't know if download play will work with another region or not, but I know there is a way to swap out your secureinfo_a to actually change your console's region. That should work if all else fails.
