Hacking Cannot access HBL after downgrading

I'm in the process of getting A9LH + Luma3DS on a friends o3DS, following the Plailect guide. I've gotten as far as downgrading sysNAND to 9.2.0, making redNAND, formatting sysNAND and now I need to reinstall menuhax. The problem is that I cannot access the homebrew menu at all anymore. I could access homebrew before the sysNAND formatting, but since the 9.2.0 sysNAND format, I cannot access homebrew anymore through any entrypoint.

Here's what I've tried:

-Using my OoT3D cart that worked before the sysNAND format
-browser exploit, browser exploit, browser exploit...
-Pulling the SD card from MY al9h+Luma o3ds and trying it
-Deleting everything from the SD card and reapplying the starter.zip

Nothing has helped. I see the static looking top screen, it gets as far as "homemenu Ropbin is ready" and then it goes back to the home menu for a split second with an error I cannot read, then the top screen goes dead and the lower screen says "An error has occurred. Hold down the POWER Button to turn off the power, then turn it on and try again."

Which, of course, I've tried. Several times. It always does this. Always.

I don't want to format the SD card, as it has his redNAND with his NNID etc... all configured on it. I'd like to keep it if I can.

Some info about the console:

-o3DS, non-XL
-OFW when I got it had 10.7.0-33U
-I successfully used OoThax to start the guide and before sysNAND format
-I was successful in downgrading to 9.2.0
-I was successful in installing menuhax before sysNAND format
-I was successful in creating redNAND
-I was successful in backing up 9.2.0 sysNAND

How do I go about fixing this? I do NOT want to update the console to 11. As it sits, I'm stuck on 9.2.0 with no HBL access, two entrypoints that don't work, and no way to access my redNAND. I have a softmodded o3DS sitting next to me that works great and OoT3D setup with an o3DS powersaves if they'll help. Research I've done says "Just keep trying, eventually menuhax/sliderhax/browserhax will work." but I don't think this applies to me because I cant even get OoThax to friggin work.

Oothax worked before downgrading right?
Now that you are on 9.2, you've changed your FW version so you need a different payload on your ocarina...
In other words, you need to reinstall oothax (you can use your other already softmoded 3ds)

This makes sense, however if it was left out of the guide it's a serious mistake in the guide as after downgrading and setting up redNAND, you are only told to replace your files on your SD card. Nothing is mentioned about needing to reinstall OoThax. Also, I would think that menuhax would work eventually but I've been trying basically nonstop for 2 hours with the same result as OoThax.

Not one. I made sure I watched it the whole way.

No issue, and I have no problem doing that.

This goes for every payload in general. When the Firmware changes, the payload needs to
been that way since Ninjhax was only hax

Also, I used my 3DS to put 9.2.0 OoThax on and it worked perfectly. Thank you kindly, @Ricken and @Arubaro!
