It would require so much work that there are likely no homebrew developers interested in working on it. Models would have to be redone from scratch (not to mention their animations) and made low-poly enough for the 3DS to handle. This is just for the assets. Then the devs would have to attempt to recreate the code of a closed source game. Even after all of this it will still likely be too much for the 3DS to handle.
The closest you will ever get to this is using the 3DS remote desktop app or the 3DS controller app.
