Hacking Stuck with cfw?

A few hours ago I attempted to downgrade my new3dsxl from 10.7>9.2, having already done the same to my o3ds I believed it shouldn't be too hard but now I seem to have hit a wall for the last 2 hours

Downgrade Check says everything is in order and that i downgraded successfully

Steps I done
1. Backed up SD Card
2. Formatted SD Card then re-copied my old files back
3. Ran safesysupdater to check my 9.2 package which was good
4. Ran sysupdater-10-7-3152016442 and downgraded to 9.2
5. Used Gateway Menu through HBL to backup Nand, and then created EmuNand, also unlinked SysNand/EmuNand
6. Copied RxTools 3.0 to sd card root (renamed firmware.bin) and also slot0x25key
7. Tried launching rxTools via dukesrg gitbhub site and it just stayed at RxTools/sys/code.bin loading
8. Tried RxTools.3dsx via HBL and Black Screen
9. Copied Luma cfw files and tried that instead
10. Luma cfw picks up my EmuNand (I'm able to change theme, layouts, and also my old sysnand titles are there) however there's nothing different in system settings
11. Copied ReiNand 2.1 files to SD Card
12. Booted ReiNand from HBL and Black Screen (left for 20 minutes with no response)

Set up LumaCFW again, hold Select as you boot it. Enable "Display Sys and Emu in System Settings", press Start to boot into home menu, and check again.

@CrispyYoshi yup i ticked the show NAND info and its showing Emu lol, my first NOOB mistake

I've noticed some of my dl titles are missing (mh4u, mh3u and a few other smaller games) is there a way to recover them?
Glad you got emunand working! About your games, did you back up your Nintendo 3DS folder before downgrading, and have you already restored it? It's a bit strange your games are missing, but I wonder if that's only a temporary issue.

If you already restored your Nintendo 3DS folder, can you try installing NTRCFW? (You'll have to inject FBI if you haven't yet) I can't guarantee that will work, but it's worth a shot!

Thanks so much @CrispyYoshi, is there any other way to inject FBI? (I relied on RxTools to do it on my o3ds)
I highly recommend using Decrypt9 to do it instead of RxTools, because it's a lot more reliable.

You have access to homebrew launcher, right? Maybe through menuhax+CTRBootManager? If not, you'll want to do that first.
