If it doesn't work (why the hell wouldn't it work?!), then you could format your system without SDCard inserted, but you would need to manually delete the no longer usable data folder in your Nintendo 3DS folder to free up some space.

--------------------- MERGED ---------------------------

WAIT!

Boot your current NAND without SDCard inserted, and please post the list of apps you see! This is needed to identify some incompatible apps that could cause the softbrick.

Let me update to 10.7 again and I'll list you the apps.

I may know the problem, but it's a speculation.

If the 3DS can't load an app, because it uses an encryption that was introduced in a later firmware, it'll softlock itself on purpose instead of just not displaying the app to prevent downgrading :P

or

The home menu crashes because the app was created with an incompatible (newer) SDK, and something was changed in the file format that the home menu doesn't like.

This is what I have if I boot with my SD taken out. Health and Safety, Nintendo 3DS Camera, Nintendo 3DS Sound, Mii Maker, StreetPass Mii Plaza, eShop, AR Games, Face Raiders, Activity Log, Nintendo Zone viewer, Download Play Nintendo, System settings and finally Zelda: Four Swords.

Why not backup the NAND via emunand9 while on 9.2 THEN format and downgrade to 2.1?

You can then restore your NAND backup to sysnand using EmuNAND9 after getting back to 9.2. You can then do updated sysnand AL9H afterward.

Zelda Foyr Swords? You shouldn't format your system then :P

sorry :S *cough*

So the incompatible app(s) are on the SDCard, not on the NAND. Sorry that you had to re-update :( What apps are on your SDCard? After you listed them, you can downgrade afterwards.

I can't even get to 9.2. My issue is every time I try to downgrade I get "downgrade is successful, rebooting" etc, and when it reboots I'm stuck on the black screen forever. I'm forced to update because of this which is putting me back at the current firmware. It looks like I'll be forced to reformat to fix this unless whatever Marcus is doing can fix it.

I don't have anything else installed except for Metroid, Metroid II, Pokemon Bank and Swapnote. I listed everything else for you. I'm starting to think I should just format.

It sounds like you are stuck with needing to format for some reason. are you using any 9.2+ features like theme shuffling or anything like that? I am just grasping at straws as with the SD cart out, you should have no conflicts with newer games and or apps soft bricking on bootup.

Off topic: you should go into your GBATemp profile settings and change the "member" text under your username to "1412" so your posts look like this

Also, ha.

I formatted my 3ds (finally) like some of you have suggested and it worked, because of this I'm now on 9.2.0. Thank you for the help and suggestions everyone. I can now move on.

That is great and yet not at the same time as it is great that you got to 9.2 now but sucks that you had to format to do it. If the 2.1 downgrade becomes half baked, just keep trying until you can run the exploit to grab the OTP.

I'll keep that in mind, thanks.
