Do you mean R4 as in the old DS flashcards? Because those are not possible on DSi/3DS due to them lacking a proper header

Nope, it is only possible to make cards that already worked on the 3DS continue to work because they use a game header to exploit DS Mode. DS flashcards like R4, M3, M3 Real, or that had not previously worked on the 3DS, will never work on it.

No. Stick it in your DSlite, is it detected as EZflash/r4 or is it detected as another game entirely?

If the former, no. If the latter, maybe.

EZ Flash Vi doesn't work, so I doubt the regular EZ Flash V will work. (I own an EZ Flash Vi)

The statement still stands, your 3DS detected it as an EZ Flash V, so you cannot use it on the 3DS at all.
