Try the eject trick (Make sure you have a game cartridge in your 3DS):
1)Launch Homebrew Launcher through Menuhax
2)Launch ftBrony and quit with B.
3)Launch FBI, right before the blue screen or on blue screen, quickly eject the cartridge and spam A.
It should take you to the FBI menu where you can choose your CIA. c:

N3DS 10.1U
Tried with OOT3Dhax, Ninjhax, Homemenuhax worked.

Turn on the console, go to FBI, click on the icon, on message "Done", press A.

Then go to CIA's folder and install. Works like a charm.

I will try install smash bros DLC later...

You can't install DLC via .cia. It's not a "legit" file.

Only to clarify: Worked with homemenuhax on the second try.

This is getting frustrating, I've had it working 3 times, but I'ven't had any luck in loading it up today.

I've gotten towards the "Done." message multiple times, but it keeps on freezing there

Press A and wait about 5 seconds.
If freeze, reboot the 3DS.

Menuhax, booted FTBrony first, quitted FTBrony, booted FBI, worked first time.

O3DS on 10.3.

Tried numerous times with ironhax and ninjhax, no success with that.

Well, you need to install that if you want to make it work.
There are plenty of tutorials.
