If you are downgrading a Japanese 3DS, you need to delete this. But what is it in the first place, and why would installing this file brick a 3DS if a real 9.2 includes it and works? Or was it just a mistake for this file to be in the pack of 9.2 CIAs in the first place?

Googling it tells me that it is a V0 version file formerly a V1 version with no description added for 9.1 on a N3DS, which doesn't say anything I can understand.
