Yep, its perfectly safe to hard reset.

Thanks, I restarted it and now it seems to be working! (It says "Getting CIA file info")

I have the right update package but when pressing Y it says cannot find update info.

Anyone else have that problem?

Almost bricked my 3DS. I hit Y to downgrade and no text came up, so I turned the power off... then it started the process and reduced my 3DS to a black screen.
Lucky for me, Recovery Mode is working just fine, and I'm no longer bricked. Huzzah!!!

wow i brick my console today, get a new one with too high firmware, and this magically comes out. WATCH ME BE THE LUCKY GUY TO BRICK 2 CONSOLES IN 1 DAY

1. is it safe for new 3ds yet
2. is the 9.2 package the same for n3ds
