I try this solution, thank you :)
right click on your desktop, go to your NVidia control panel and click on Set PhysX Configuration, make sure its set to your GPU not CPU or Auto Select
that's the solution I think, either this or you need to install latest NVidia drivers or you need to enable it through the bios , idk

I right click cemu and select run with powerful grapchic card (nvidia) and it works, thank you!!

Hey, I'm getting a new PC, I plan on putting either an i5-4590 CPU in or a i5-4690k. Also I plan on putting in an R9 390 GPU in. Are these sufficient enough to use CEMU? Thanks

That's a 5 Ghz clocked i7, I'm not surprised at all given the performance on that course on my 3.2 Ghz laptop i7. Audio isn't sped up or anything, so the video doesn't appear to be edited.
for that gpu being so low end these days it's a bit odd is all ive seen better systems get less fps this new build
 
Cemu is more CPU-bound though, isn't it? (Other than what is drawn to the screen)
Well it doesn't take full advantage of the GPU yet considering mine gets 10-15% usage and some graphical effects haven't been fully implemented.
