Target is the latest bundle which has preinstalled Mario Kart and DLC stated on the box. The other one, not sure whether it has preinstalled or physical disc.
In that case, go with this one. Pre-installed bundles are riskier because they are pre-updated. That pre-installed MK8 bundle has some reports of 5.4 already. The exact bundle you pictured is not pre-installed, it has a disc for MK8 and is far too old to be 5.4

But shouldn't I wait for the IOSU exploit and return the supposed safer one? IOSU exploit should work up to 5.50 right?

As I already stated, the safe one would only have 30 day return. I prefer have one year hardware manufacturer warranty. Target one is cheaper too since I can get cash back from my Target Red Card.

My nephews can wait (I bought this for them) while playing Mario Kart 8 and Super Smash Bros, till the EMUNAND and CFW being fully developed on this new exploit.

In the end, it's your choice. If you want an exploit now but will forget about a return/warranty/Target Card go trade-in bundle
If you want all that and are willing to wait (you certainly don't seem desperate ;)) that Target bundle is fine.
Since you can keep both for a bit, stick with Target. I'm realizing it's the better choice too.

Do i need to be 5.32 to run Loadiine, or can i use it at 5.2? I heard there it is better to be at 5.2 since it probably will have more exploits.

naehwert's developing IOSU exploit was actually said to be for under 5.2. There really is no point to be on 5.2 over 5.3.2. If you can reliably use a disc go update to that, do it. If there are any uncertainties, just wait it out for like a week and see what becomes of Hykem's IOSU Exploit.

Thanks for letting us know. Please enter your information into the Serial Number Database so others can avoid one with a similar serial number. Like you said, it shouldn't be too big of an issue as long as Hykem succeeds with the IOSU porting.

Still surprised that the Smash/Splatoon Bundle didn't have 5.5.0, as I think it was specifically a November Black Friday sale.
In the end new Wii U owners have nothing to worry about yet, because unless you are somehow still on launch/1.0.1/1.0.2, you have some sort of an exploit.

Random tidbit for people unsure of their firmware with a wii u without a working gamepad that I didn't see anywhere else:

If you can make the wii u give you an error log (like trying to access the eshop without the internet. You can scroll down to the bottom of that error log and it will show your firmware version.

I post an craigslist ad before I picked the 2 bundle I am holding. I forgot about the ad until someone contact me today offer an bundle. I have quite some questions because of the seller said when I ask about the firmware.

Me: Can you take the photo of the Wii U screen where it shows 5.3.2 firmware?
Seller: It says 5.5.0 on the system menu because its spoofed with wupinstaller. It's actually the webbrowser exploitable fw. Loadiine works on it.
Me: Can you temporarily remove the spoofing thing to make sure so I can see it has 5.3.2?
Seller: It's on a fake 5.5.0 because newer games require it and for it to go online. System updates are blocked through the router and tubehax. The spoofing cant be removed. It can be updated manually when a newer one is out. Ill send a picture of the backup loader menu.

Are these answers correct?

The weird thing is he sent me picture of the bundle. It's the same Mario Kart 8 bundle with preinstalled Mario 8 and DLC!!! Which is the new Wii U bundle you can get at Target, Walmart...
What a coincidence! The firmware version does vary between 5.3.2 and 5.4 according to the OP, so clearly this guy either jumped at it early or got lucky
For the god's sake get any of bundle and wait to 24th!

For the god's sake get any of bundle and wait to 24th!

This is for learning purpose.

Can you guarantee that there won't be delay for the IOSU release? Can you guarantee everything features is ported at release?

Unlike the N3DS, it seems not to work that way. It's what we have that database for.
No doubt old batches still exist, but your best bet is checking the bundle list in the OP and crossing your fingers.
If they have any, look for a 2014 date.

Thanks for the help. I believe to be wise to wait a little bit, though. I have Splatoon so i can update anytime.

+1, all correct info. If it's a good price, go for it. If they're charging extra because it's hacked, don't do it and report them lol.

I can see where time/skill/knowledge to hack can come into play in some instances for justifying extra cost, but it really isn't that big of a factor yet in the Wii U scene.

Maybe someday the Wii U will receive the popularity and unstable prices that CN and <9.2 3DSes have.
