It looks to be a graphics card issue, not Chrome (Although I think you're already well aware of that). Check with the manufacturer's site and see if they have any newer Windows 7 graphics card drivers, install them, then restart your PC. Otherwise, run a virus scan, or try changing Windows themes and see if a different theme (Protip: Windows Classic is less graphically intensive) fixes the issue.

I changed Windows 7 so its less graphically intense and then deleted all 'temp' and 'cache' folders from my PC and restart it. It works now. But that's never happened before so i was confused
