Hmm, posts a lot in r/reverseengineering and r/3dshacks. 1 year account. Might be real, but as the internet says "pics or gtfo".

Well... it's entirely possible. It's commonly known that most of the action happens in the shadows and very little actually comes to public.
It's just that posts on internet boards always have to be approached with a certain degree of skepticism. The so called "pics or gtfo" that you said. lol

...Just to be on the safe side, I'm going to wait for any potential 9.9 rumors to develop before updating. If worst comes to worst I still have my OG 3DS on 9.5 (pre-spider patch), but if there IS a kernel exploit on 9.9 I want it on my N3DS!

A good rule of thumb you here a lot around here is to never update.

Testing IronHax now on my broken O3DS.
Still works on the newest update!

Ninjhax2, et all, still work on 10.0.0-27.
No word on Kernel exploits yet.

I may be mistaken, but it looks like something to modify the CPU Speed. Like I said though, I may be mistaken.
