I've been playing the Mario edition of Puzzle and Dragons, for 3DS, and am really enjoying it. I was curious if someone could recommend to me some more puzzle games, of this style, which include fairly heavy RPG elements. The platform doesn't matter (as long as it isn't for IOS). Thanks.

Hm.. only thing that comes to mind is Pokemon Shuffle. Don't know about the RPG elements though.

They can level up too, that much I know.

There's hundreds on Android, including the original puzzle and dragons. Most of them are crap, but some good ones are spirit stones, soccer spirits, and a few more I can't remember their names.

I've never actually gotten into android gaming, although I do have a Shield Portable. What are the in app purchases for the two games you mentioned? Just curious if they're needed in order to fully enjoy the experience.

Dungeon Raid (Android) is a good one. No in-app purchases (that I recall). All progress is achieved by playing.
Puzzle Quest 2 (PC and Android) is fun. The Android version is free, so it may have in-app purchases unlike the PC version.
10000000 and its sequel, You Must Build A Boat (PC and Android).

The only RPG element (if you can even call it that) is the leveling, but there's no stat point allocation or anything like that. Just a base attack power that increases with each level. It's basically a pure puzzle game. Still fun, but boy, is the energy system frustrating. Damn my unhackable browser.

There are seriously tons of them on the Play Story for Android, and i assume the same is true for iPhones. I know there is one called Line Zetta or something that acts the exact same way.

Anywhere between $2-99 US . And both are somewhat generous with ways to get the "gems" or whatever they're called for free, so it's not necessary to spend anything to advance far. They're both really luck based too when it comes to getting good items and characters, so even if you spend $100 you aren't guaranteed to wipe out everything that stands in your way, so that's pretty fair.

I should add that when using my Shield that a good chunk of the time I wont have wifi access. Once installed is it possible to play most android games without a wifi connection?

Not the ones I mentioned, but there's a number of offline games. Unfortunately most Android games are moving into an always-online model, even if they have no multiplayer.
