Just put the launcher.dat in your 3ds SD card, replacing the old one.

Why the fuck do people upgrade the exact same day they want to downgrade... it's still close to 0% but 9.8 may be more exploitable than 9.9...

That depends on what version the browser was spoofed to. If it was spoofed to a higher version then what came with 9.9, then it won't update the browser.

I believe the exploit that was patched in 9.9 was irrelevant to anything the 3DS hacking scene has actually been using. Smealum has stated that Ninjhax 2.0 will work the same on 9.9 as it does on 9.8.
