So I heard that 3ds version 9.8 will finally be having support with Ninjhax BUT will I be able to launch homebrew through Ocarina of Time 3D? I heard somewhere that a 9.0 NEW 3DS could launch it through Oot3d so will it be the same here?

There is no support for OoTHax on o3DS as of now, and OoTHax only works up to 9.2 on n3DS
Not true. RegionFour works via OoThax on o3ds as well as n3ds.
I'm sure it can run other payloads as well, just that no one has bothered to do it yet.

makes more sense using this as exploit game as there are way more copies and only 100k cubics were made

I got my Cubic Ninja for $5 because I know the people that work at my local store. Then I updated when the N3DS came out and never got to enjoy anything it had to offer. I also have OoT, but it's no good for anything either at my FW.

Not us Australian as they were promptly removed from all retailers
I went to ebgames literally 2 minutes after ninjhax was revealed, they only had 5 copies in the country at the time including the one that I had them order in for me.
It's not that they pulled it, it's just they completely sold out and the game isn't being made anymore.
But you can still get it for $60 AUD off ebay, which is cheaper than a flashcard.

its has been delisted at EB Australia i ask stores. they cant even take trades of them as removed from their systems

I managed to grab it for $40, i wass reluctant but bought it anyway. Happy I did as it's going for $80-100 now
I found one for $58!

Is it impossible to use cartridges with hans using oothax? I used mk7 with hans on themehax but when i updated and started to use oothax it doesnt work anymore. Is there any way to fix this?
