Hacking StreetPass Not Working (GateWay)?

I got a PAL N3DS recently and started started using it about a week ago or so after recieving my copy of Cubic Ninja. After transfering my saves and CIA's from my US N3DS XL, I noticed that I can't seem to activate StreetPass. Specifically, I keep getting prompts to accept Nintendo's User Agreement, even though the setting is already saved in my N3DS' system settings.

I first noticed this problem with Tomodachi Life, but didn't think too much of it until I started playing Monster Hunter 4U. It was then that I realized it gets stuck in a loop, prompting me to accept the user agreement. This prevents StreetPass from activating.

I researched this problem and found that RegionThree(Four) has the same problem with some games. As I mentioned above, I'm using CIA's from USA region games, so I assume it's a regional problem?

So, I'm wondering if there's a solution on GateWay? Would patching the CIA's region possibly help? Will I just have to use EU region CIA's?

There is a solution, yeah

The problem arises when trying to play out-of-region games.

Basically what you gotta do is get Config.csu (it's part of the nintendo dev kit, I can't link to it but you can find it pretty easily), rename it to Config.3ds, run it and and change the license agreement settings from there. set it to the max (The value you want is 'FF' I believe), and no game will ever bother you about any license agreements again

I had to deal with the exact same problem as I have a Japanese N3DS that I play american games on
