Hacking Possible to play out of region cia's? 4.xx Pasta Dsprofile

Is it possible to install cia's from other regions on pasta cfw? I'm trying to get cubic ninja so I don't need my game card for rxtools, however the best cia Iv found is a euro region and my console is NTSC.

You can download a .3ds then generate xorpads and convert it to cia with region free or just search deeper because room links are forbidden on gbatemp
