Cheer up, Roxas is thinking about it, which is already better than not doing it. Plus RxTools is awesome by itself and you can just use other CFW's for sig check disabling anyway if Roxas decides not to.

When trying to download it by using the URL, I get a Error 401 and when running cdn_firm.exe its only 943KB big.
Is this correct?

Tried both, Browser and Ninjhax (also tried 2.3 and 2.4).
And yes, WebBrowser Exploit and Ninjhax are working fine for me.

I mean, I have it on my SD but I want to make sure thats not the problem.

i think if u dont have slot0x25KeyX.bin u can start with fw up to 7.x ...but i'm not sure! try ...

The problem might actually be that you DO have the slot25KeyX.bin. It isn't required if your sysnand is 9.x. Delete it (keep a copy somewhere, of course) and try again.

Ok, so I tried to go through all pages, but it the thread keeps growing faster than I can read (not litteraly)

I have an o3DS at firmware 4.5(E) , ninjhax and everything.

How do I update my 3DS to anything higher, like 7.0, 9.0 or even 9.2?
Some said: "buy a game that includes an update", but I do not know what games contain updates, and not to what version. Does anyone konw this?
Or is there another way to upgrade to a higher firmware that is not the current one?

I can already install cia's through FBI and through BBM.
