A note about this method if you already have stuff installed on your N3DS/target system, since we're replacing the movable.sed file, you will likely need to extract your saves with something like SaveDataFiler and then reinstall your CIAs/saves once you do the initial process of moving over your StreetPass/System App saves. Just want to make sure people understand this!

So.. the method is:
  1. source: Backup and decrypt NAND
  2. target: Backup saves, SD card, NAND
  3. target: Delete cias
  4. Decrypt target NAND
  5. Move mii plaza NAND data, and movable.sed, from source NAND to target NAND
  6. Encrypt and flash target NAND
  7. System setup?
  8. Reinstall cias, restore saves

Before step 5, you need to edit the movable.sed so it is cleaned for insertion into another console. You also have to delete contents of the "data" folder on the target NAND.
Then you need to insert movable.sed, encrypt, and flash the target NAND and boot it at least once to get the System Setup prompt (you can apparently just power off the 3DS after you get to the initial setup screen).
Then you need to dump and decrypt the target NAND again so you can restore your Mii plaza/other NAND save data to the newly created folder in the "data" folder on the target NAND. It should match the name of the folder in the "data" folder of your source NAND if you imported the movable.sed correctly.
You would then continue with step 8.

Well, I'm going to be here playing with my thumbs (and not my Mii Plaza) until the "guide" is ready.
Also, if I don't have any other cia installed in the target N3DS, can I just skip steps 3 and 8?

You don't need to go through system setup. I think you only need to at least let it boot up so you get to the language select. Then power off and restore data folder and contents of SD card.

Though if you are migrating data from a different model 3DS, you may want to exclude the config system save data (refer to 3DBrew for location). I found that my LCD screens were dimmmer and had noticable scanlines afterwords and that issue was immediately resolved when I removed the config save file. Doing so will make the system act like it was formatted. Don't worry, everything is still there. Just redo the system setup. The only thing I noticed being lost was my Mii. I had to redo my Mii. Mii Plaza however appears to be fine. Just the primary Mii seems to have been effected.

Which is why in an official transfer, the config save-data isn't transferred over.

Yeah I think that file stores the model info setting so for a little while my 3DS XL thought it was a original 3DS and probably used the wrong brightness settings for the LCD panels. The bottom screen was noticably more washed out then it is supposed to be.

I wonder how badly this would go if you copied config save from O3DS to N3DS...

Just so everyone knows, I am still working on this method. I have had success and currently have all my NAND/SD content from my O3DS functioning on my region-changed N3DS. The next steps are ripping all my cart-based games and getting those saves transferred over (not a simple process...). I will update the OP to reflect some of the specifics of this process and will hopefully post a tutorial soon. Wish me luck! ^_^

Well, I don't really want a full system transfer, 'cause I'm on a region swapped emunand in a jap N3DS and I don't want to lost my eShop stuff (Pokebank and all), but I do really appreciate you point that for the tech-savvy people.

I just don't want to unlock everything again :'(

I made a guide here: http://www.maxconsole.com/maxcon_fo...ID-already-transferred)?p=1748860#post1748860

But I'm assuming you know a few things already when you try. Otherwise, don't bother unless you have a hard mod and backups of your NAND(s) and SD card(s)!

Edit: I'll see if I can attach an .rtf document (so any OS can use it)

Fantastic, this did the trick! Managed to get the Mii Plaza moved over to my region-swapped N3DS without a hitch, much to my surprise. :)
