Common keys are just one part of the encryption here. If you want to install modified software directly to sysnand, you need the private keys. (the keys used to "sign" the files so that bootrom will accept them)
Something only Nintendo has at a secret location. Even developers don't get these keys. They get dev keys so they can test things on special dev units. But for retail units, only Nintendo has them.
For the private keys to get leaked would take a major hacking incident or a insider that directly works with them to leak them. I don't see this likely to occur anytime soon. To be honest you have better luck finding a bootrom exploit then getting your hands on the private keys.
