Lol, as an active member of the PS3 scene, i can say with confidence that the scene is fading away slowly and lacks people upto the task, OR perhaps there is people upto the task but are put off on further exploitation of higher firmwares because of potential legal action from Sony, like what happened with Geohot and graf_chokolo + many other homebrew devs.

I'm 99% certain there are many devs happily installing CFW on unhackable PS3 consoles/slims, keeping their exploits private in fear of retribution.

We also want to inform our users about some news regarding emunand support for the New 3DS: We will not be able to support emunand 9.5 or higher for a while on the New 3DS. This is only an issue for the New 3DS, the old 3DS and 2DS will never have this issue. This is not a definitive barrier, but we feel it necessary to inform our users that while we are still working on releasing our New 3ds support, we will not be able to provide support yet for 9.5 emunand or higher for New 3DS on release.

rxtools doesn't support New3DS and New3DS is where the new encryption lies

Adding support for OG3DS is probably simple enough. The fact that they haven't said anything must mean they think they can crack the New3DS encryption, and release it all as one update instead of staggering it. No news = good news, in this case

More testing (remember boot2v4 brick scandals?) and thus more days hacking tools can work (look at all the anti-Gateway or Ninjax updates -- they've only broken one key part at a time)!
