Keep in mind this is a GUIDE only. Nintendo has done some wonky things with versioning this time around. No guarantee's that anything here is accurate since it's just based on compiled reports. Also if someone wants to throw together a mini-update with some of the more recent stuff (if anything is new) just post it and I'll update the OP with credit for doing so.
Here ya go, everything I didn't see on the list and a few serial number confirmations:

Debating if I should head out to walmart and try to pick out an N3DS....decisions decisions.....

I would, or else it will one day impossible to find an exploitable N3DS.

My local Target only had 1 black N3DS that had a serial number that was exploitable...

Personally I am not even going to do anything to my N3DS yet. I am going to wait for an exploit similar to the DS Profile exploit because I don't want to lug Zelda OoT or Cubic Ninja everywhere. So in the closet I will keep it until this happens. :)

It might be a long wait, you know. Exploits are few and far between. The DS Profile one was really good since it can be relaunched so quickly without pulling the Gateway cart out, but we can't always be so lucky. I would be very happy if they could find something as good for the New 3DS, but in the meantime, I don't mind switching between Zelda OoT and the Gateway red cart. Super stable 3D is too amazingly good to leave the N3DS in a closet.

I bought 2 units yesterday in my local Walmart (Montreal area). I figured low firmware N3DS will become hard to find eventually, so an extra might be handy to have. Luckily for me, the serial numbers were in plain sight in the display case, so I didn't even have to ask the clerk to check for them. If you want to add to the database, the two units are:

Version Number: QW1021
Region: USA
Firmware: 9.0.0.20U
System Color: Black

Version Number: QW1019
Region: USA
Firmware: 9.0.0.20U
System Color: Black

They still had one black N3DS for the next lucky buyer, and 3 or 4 red ones, which I didn't even bother looking at the serial numbers.

It's not mine, but here's something I got on a french forum :

Version Number: QEH1027
Region: EU
Firmware: 9.4.0-21E
System Color: Black

I think the 9.4 and 9.5 on the first post are either mistakers or returned units.

Black QW4022 @ 9.4, US Walmart

Already returned so can't confirm

Pretty much means all <9.3s have been shipped now since Nintendo is back to shipping newer inventory. If you want a 9.0, act soon. They will be gone very soon.

Which were manufactured by Nintendo first? QW1 or QW4? Confusing because they both have 9.0 and they are both on store shelves at the same time.

More than likely the first digit signifies a specific factory.

This is interesting, because my QW4 has a volume slider that is ridiculously hard to push up and down (can barely do it with one finger) and my QW1 is smooth and easy.

The QW4 has a nicer screen though.

@Xdqwerty crashd was the exploit for LG TVs to root practically any.
I got word of it this january and rooted my TV. Was pretty impressed.
Since then LG patched the command to root and then the developer mode app itself from making vulnerabilities.

And then I found out that having a rooted TV lets you use PPPwn to jailbreak a PS4 on firmware 11. Finally uses for my rooted LG (I hate the playstation as such the use is gone)
