None of these are mine, but just looking through my dev menu:
  • 0x2FF - BigBlueMenu (might be the same as official dev menu)
  • 0xF69F - ftbrony
  • 0xF0023 - JezzBall 3D
 
Is there a specific format for the UniqueID?
Does official releases follow a specific layout?
maybe in binary, like : gameID, developer, publisher, region, version, etc.?

That would help to prevent using an existing official UniqueID and replace an eshop bought retail game.
That would also provide a rule for homebrew ID we can use.

TitleID Structure: 0xCCCCABCDLLLLLLRR

LLLLLL is the UniqueID (so we have 16.777.216 different UniqueIDs).
Official UniqueID can be viewed through BigRedMenu but i don't know if the same UniqueID can be installed on two different mediatypes (maybe yes).

p.s. Jezzball 3D seems to use the same UniqueID as QuickReboot...

so the UniqueID is in fact the TitleID "ID4" as we called it on Wii, but now uses ID3.
except now it doesn't follow ASCII model for gametype/region, all hex values can be used.

is it better to use "prototype" range for homebrew? (no gift animation, and probably no retail game using it)
unless some cia require the correct flag (application for cia managers, etc.)

Prototype Flag are used by Nintendo SDK tools (like devMenu). I don't know if there are limitations on what services can be accessed by these CIAs.
 
By the way, some of these are already used by Nintendo. In general, the 0x300-0x16XX range is already in-use. (It's only a matter of time until 0x19XX is reached, too)
