I think most actually want the option to raise the volume even more, but the way I handle the slider atm is having it always at a very low position, and even then I think it is too loud sometimes.

Moonshell has exactly what I want, but it doesn't play games, and the topics about enabling them all seem to not cover M3, or are too old in general. It doesn't have to be Moonshell though, any way to do it would be fine.

The standard DS does not control volume digitally - the slider is analogue. It's techically feasible by modifying the loader to contain some volume control functionality (much like it's the case with Soft Reset or RTC), but everything depends on how much space it would take when dormant in memory. Needless to say, it'd be quite an endeavour that may or may not bring the expected results. I'd say that your best bet for getting a bit less juice out of the speakers or the headphone jack would be getting additional volume control instead and modding the hardware rather than the software.

So if I were to set Moonshell's volume down to 50 and then were able to start a game (assuming it would still have these additional options, but I don't know why anyone would have even bothered trying to play games on Moonshell if the options wouldn't carry over), it wouldn't have any impact at all on the slider?

It must be nice to have such sensitive ears, too many years of power tools and loud engines along with suspect genetics means "cloth eared" might well be a good day.

Foxi4 covered the hardware side of things, if you have such good ears you probably also care about quality and for that it is worth kicking something through headphones as the onboard speakers are not great, the onboard DAC is not great either but out of headphones is better.
I am mainly here to say that the vast vast majority of DS games use the SDAT sound format (so much so that I maintain deviations from the theme http://gbatemp.net/threads/the-various-audio-formats-of-the-ds.305167/ ) and the vast majority of those seem to take the position of "all of nothing, maybe half but definitely not low". To that end you can actually do software changes for a lot of things and it is not that hard, I did just such a hack as part of muting the sound effects in Nanostray 2 ( http://filetrip.net/nds-downloads/rom-hacks/download-nanostray-2-sfx-muting-patch-1-0-f31556.html ), granted Nanostray was another deviation but not in the same way as mentioned before and the method will work (as well as it ever would), more http://gbatemp.net/threads/disable-music-without-disabling-sfx.319371/ .
Now how this plays out for some of the wave and constructed type things within it is a slightly different matter but there is some recourse for software.

No impact whatsoever - the system literally reboots into the the games. This sort of thing would be possible on the DSi where volume control is built into the system and digital (as far as I know), but that mode is barely hacked and no longer available for most users due to patches. Your best bet at making the DS quieter than it is is modding it. Have you considered using headphones with an additional volume slider on them?

It is a bit overwhelming, but I will look into these hacks/mods/whatever. An additional slider also sounds like a good option. Thanks for the fast help :)

Well, technically you don't need to use two sliders if you'll just increase the resistance on the existing slider using a resistor. I'd imagine it would be a very simple mod. Essentially, the volume is set by increasing or decreasing resistance in the circuit by sliding the potentiometer, aka the slider. If you increase the resistance out of the gate, overall volume will be lower. I just suggested using headphones with a slider because it doesn't require you to open the system or solder anything. :)

I don't quite understand, but why not stick something into the slider slot to limit the max volume position?
