I'm looking to buy a PSP-Mode hacked Vita off of craigslist. However, some people falsely advertise their systems as hacked. How can I tell if a Vita is for sure on a CFW?

The best way to tell if a vita is hacked would be a picture of the vita running the VHBL.

Hacked PS Vitas on FW 2.0 can play PSP ISOs due to a psp kernel exploit found in the emulator.
Was fixed in 2.02 onward.

just ask for the firmware version also. if it is below 2.0 and running vhbl, then you also have access to the kernel exploit

There's no accounts, so the only way to contact people is via e-mail, if they allow it.

So there is a messaging system. But instead of sending a message through the site itself, the buyer sends the message directly to the seller. Why would you have that feature deactivated in the first place? Or is there a problem with people sending viruses? I would think that's likelier.

Just a note, you are aware that it only plays a limited subset of PSP homebrew, right? It's only user-mode so it's the less-updated and less-speedy emulators (no media engine support) and no PSP ISOs and junk last I checked (unless my memory sucks on the ISO part).

Depends on the exploit's nature - there are some kernel ones which allow launching eCFW, be it TN or ARK which have more or less full PSP homebrew and ISO compatibility, for example the UNO exploit.

A lot of people on craigslist don't want anybody to find out who they are for one reason or another. Do note that most of the people that use it aren't very techy and some of them are downright shady.

I'll be very honest with the OP here - I really, really don't understand the appeal of having eCFW/VHBL on a PSVita. For all intents and purposes, the speed increase in homebrew is marginal as the homebrew simply wasn't coded for the platform, ISO's are going to work just as they would on a PSP and your only real advantage is the second analog stick, and that advantge comes at a very high cost.

Having an up-to-date PSVita system means that you'll be able to reap the benefits of PSPlus and generally enjoy a far superior experience with the system as more often than not, PSVita firmware updates aren't merely "behind the scenes fixes" as with the DSi - they actually introduce new features (for example folders or PSPlus Save Uploading, not to look too far) and improve the ones the system already has (the PSVita's web browser went from zero to hero - it used to be inferior even to the heavily-underpowered 3DS's browser and now leads at the helm as the best console Internet browser out there in terms of HTML5 - it's even ahead of the WiiU which is a home console and naturally has more juice).

I used to have the UNO exploit installed so I had full PSP ISO/Homebrew compatibility... and I got rid of it because I realized that simply having a PSP is enough to satisfy my PSP-related needs. Instead of holding the system back, I updated and I never looked back, and this is my recommended course of action when it comes to the PSVita.

to use the PSP mode have you MUST have the right FW AND have the right game INSTALLED and working on the vita (you need the PSNID with the game linked and active to the vita) also to use the PSN the latest FW it needed to installed PSN games

you must RUN the PSP game(or PSPMinj) to use the exploit, EACH time you want to run PSP mode homebrew

you just better off, running PSP mode homebrew on a REAL PSP(ALL PSP can be hacked, in some way)

and use the VITA for Official stuff

this site will be you best info on new vita hacks (and exploits for the PSP mode, and what game will be needed
