When did I mention devkit hardware? (and wtf is a "homebrew devkit"?)
Go read the article YOU linked to:
On a PAL unit, where 480p and PAL60 were supported in the original games, Wii U automatically opts for this set-up on HDMI
PAL games DO NOT use 576i over HDMI if they support 480p (which the system menu does). For the games that don't (of which there are few):
the Wii runs these 576i titles at 576p at 50Hz, deinterlacing the output on the fly.
The 576i picture is deinterlaced BEFORE upscaling, removing the interlaced scanlines so they're not visible in the upscaled image.

How do you know what I do and don't have? You think I'm from the US just because I didn't bother to change the country in my account?
You are seeing things that ARE NOT THERE.
576i is NOT forced unless the PAL game doesn't support 480p/PAL60 or 576i is selected in the wiiu settings.
Still want to argue? Run this app to see what resolution your vwii is set to and paste the output here: http://filebin.ca/ve5ANVxQpew

Come on, do I have to make a video?

I'm not missing what you mean, you are claiming a PAL vwii will always use 576i as the default video mode for wii apps. The app I linked will tell you what the vwii's default video mode really is (Hint: for HDMI it's always 480p).

Hard to tell if you're really stupid or just pretending.
You are claiming the vwii runs ALL PAL games in 576i when the WiiU is configured to use HDMI.
The app I linked will tell you what video mode the vwii is set to use. It is the same as accessing the video output settings on a real wii and checking which is selected.
According to you it will be 576i - this is wrong and the app will prove it.

The vwii system menu in your video was running in 480p - no interlacing on the hand cursor. You didn't launch a game - you ran a homebrew app built with a buggy libogc which failed to detect the system's progressive setting and was using 480i, not 576i. An NTSC wiiu would have looked exactly the same.

I have a PAL WiiU.
Running 480p, straight up.(Upscaled to 1080p over HDMI of course) I have no freaking clue what that other guy's talking about.

Besides, this is the wrong thread to talk anout this "percieved" Issue. keep it on topic.

I am new to this type of thing. How do I use this do I put all the files on the sd card or just the nintendont folder?

Just tested and works pretty well on my old gc-compatable wii. My only complaint is that NMM is currently forced by default and there is no setting to change it (and obviously that only windwaker and sd cards are supported).

Put the Nintendont folder into /sdcard/apps/ and put the windwaker .iso in /sdcard/games/anyfoldername/game.iso

Can somebody explain how to get the values for controller.ini? I checked with HIDTest and it is compatible, I just don't know how to convert the values

EDIT: Ok, I figured it out but now it just reboots to Wii U menu after saying loading main.dol...

You need v24.32 on Wii (the last one available on NUS. use NUSD and a proper wad manager to prevent upside down HBC)
If you use the IOS58 installer from wiibrew, it will not install the latest version.

For users asking how to setup and if x or y is working, there's a readme.txt with help.

For users asking features : it's an alpha preview.

For users with Zelda Wind Waker PAL version, it seems it doesn't work. At least for me, it doesn't.
Maybe a fix for PAL will be released on October 4th ? lol (hint: today is/was the WindWaker WiiU HD release date in USA, oct 4th will be the release date for Europe/Australia)
