I think I have an idea as to how Neimod was able to decrypt and re-encrypt the Lego Star Wars 3DS save file. If someone has access to both the 3DS and the regular DS game cartridges, they could initialize the two game cartridges, then copy the saves to a computer using the USB save dongle. Because the save for the regular DS un-encrypted, then one would just have to compare the two files and make an encryption key for converting to/from DS save <----> 3DS save. As they are the same game, and there were no additions/subtractions* from the games aside from the 3-D aspects, the two versions would hold the same exact data.
* when I say additions/subtractions, I mean console-exclusive content and "stuff wasn't able to be ported, so it was just cut out altogether".
