You have a decent idea, but the hack that you're describing is on a pretty large scale, and if you want to get a team together, you've got to be able to assume some kind of knowledge. It's easy to plan the hack, but it takes a world of hurt and dedication to actually do the deed.
I'll be completely frank here, as one of the thread monitors who goes and vouches these hacks, that I don't think that this will go off the ground. My reasoning is because some of the things you want to implement (RSE music) would take a heck of a lot of time to properly change to sound like the DS version of music. I'm not playing a hack which takes the music from the actual RSE games, because it sounds way out of wack for a fifth generation Pokemon game. If this is what I think it will be, picture this. A Nintendo DS console that's playing music that got ripped from one of those cheap swap meet devices with the tetris games, pong, etc. You are gonna need a skilled editor for those sprites too, and those are hard to come by.
You also have a bit of a dilemma going on. If it's a RSE game makeover that you're planning, you have to keep the facts straight for us. I'm a real stickler for that. You can't throw everything as RSE but make the region, cities, etc, not Hoenn, you kinda get my drift here?
You're essentially just taking B2/W2 and adding a few small changes, which isn't really that substantial. When you write all of that prologue information and then you throw in a lame features list, it's not a gripping thought. Will the story be changed? The things you need to ask is, "How can I get a player gripped on my game? What will make this stand out over the others?" I'm not really seeing and standout material on this list, it seems like a list of ideas that you'd like to see but want others to do for you. Please don't take offense to that, I'm just reporting it as I see it. Being a panel member who judges this, you're gonna need to show a bit more features than that if you'd like to sway us. Show us how capable you are and provide examples and screenshots.

The things I dont know I will try to learn quickly. I can do this myself if no one wants to join, I just wanted a team to speed things up.

I don't plan on changing the region or the cities.

The music is 50% inserted but I have every Soundtrack done for the game.

Now this is a tough one to answer since Im not very good at explaining. OK so "How can I get a player gripped on my game?" You'll be surprised how changing the Unova pokemon to Hoenn pokemon really gets people stuck into the game, in my first hack when all I did was edit two routes and replaced the Wild battle music, people were already sending me PM's to release the hack to them saying they couldn't wait any more and had to play it. So now in this game, changing the story line as well as graphics, music etc. I can't imagine why people wouldn't play it. "What will make this stand out over the others?" This is also a tough one to answer, well if you look around this thread there aren't many hacks that have done anything that comes close to what Im doing. And the hacks that are really popular (Blaze Black Volt White) are 649 hacks. Have you seen a one region hack yet? Though I do know of someone who will be doing something like this, he hasn't posted it yet but our storylines are completely different. And when some tools are released I will provide screenshots of what I can do. Thanks for your feedback I appreciate it a lot.
Heh, interesting. I've seen the best of hackers fall under pressure, and they end up dropping the project. I may or may not have seen you around, I see a lot of these things though, and I'll give you the benefit of the doubt here. Prove me wrong, and you get my seal of approval on this. Some people see it as "Oh wow, so great," but having been around lurking and whatnot since the beginning of the DS era, all the way back when, I became kinda jaded and I want truly inspiring works. Or, I have a ridiculously high standard. Maybe that's just me, but I'm a stickler. The amount of wasted hacks I've seen... more than enough to raise suspicion. Based on that response above, give it your all, and show me what you can do.
EDIT: Just a last note, things I consider really incredible for the hacking stuff would be some of those Mario Bros. hacks. They were not just reskins of the game, some of those hacks made it somewhat familiar but upped the difficulty on the game by a large degree. That's the kind of stuff I really like. I want things that challenge me and make me think on a higher level. It's not a secret that with pokemon you can pretty much spam certain moves through story and get by unscathed. Make things harder, like make trainers have guys that you usually don't see! If trainers are able to beat me, that's what I would be impressed by. More work? Yeah. Would the hack be ten times better? Absolutely!

Alright I have good hopes for this, I assume you'll use the sprites and music for the hoenn region that is already in the pokemon world tournament which makes things easier.
As one of the first B&W2 hacks you have alot in terms of reputation riding on this.

This is not a place to discuss the hacking tools. This thread was created for people to post their hacks and get feedback on them. If you need to talk about the tools so badly, do it in PM. If any of you go off topic again I will not hesitate to report.
I am new to Pokemon Hacking, but I am creating a new hack called "Pokemon Watt Black 2" and "Pokemon Scorch White 2" and am in need of some suggestions. Currently I'm just calculating data and am not yet releasing a patch until I get a sufficient amount of data.
What's New?
-ALL Pokémon from ALL generations to be available.
-Trade Evolutions and Happiness Evolutions have been changed.
-Difficulty is improved a little, and even more in Challenge Mode.
-Up to 5 abilities per Pokemon. (Watt Black 2 has different abilities than Scorch White 2, except the Hidden Ability) (This means a Pokemon can have terrible abilities in Watt Black 2, but be overpowered in Scorch White 2.)
-The Regional Pokédex has been edited accordingly to rosters and wild encounters.

-Poliwhirl evolves into Politoed with the Dawn Stone
-Kadabra evolves into Alakazam at Level 42
-Machoke evolves into Machamp at Level 44

Introduction
Hi, I'm DarkRisingGirl & This is POKEMON Dark Rising. This is my 2nd attempt to complete a full hack with a new epic story, new characters, and a new region. I've always felt the Pokemon series needed a much stronger impact with story-telling & that's what this hack is all about. Within the hack(look to features for more information) you'll encounter pokemon from all 5 generations, the newest attacks, a brand new deep storyline evolving many characters with actual emotions compelling them to move foward, and last but not least, 2 regions with 16 badges & 1 final boss included. The Adventure
The Story begins in a dream. A Pokemon suddenly appears
and chooses you, a young boy/girl, to save not only it, but the world itself.
You awake asking yourself questions. Deciding to ignore the dream for now, you step out into your home town known as Fells in the Core Region. Your best friend, who also had the same dream, stops you at the front door to inform you of an emergency message from the town's Professor. When you encounter the professor, he quickly informs you of the disasters and climate changes occuring all over the Core Region. His workers in panic, he asks you to visit the delivery station and pick up a package for him from Prof.Oak. As you set out on this simple task, you encounter a mysterious girl who appears to know knowledge of the dream you've had about a creature name DARUGIS. After recieving the package, a powerful pokemon is within you and your friend, Pete, sight. Eager to test your early skills against a powerful pokemon, you quickly engage in a battle with it. The pokemon uses it's powerful winds, easily defeating your pokemon and knocking you out in the process. After awakening in your room, you see Pete and your mother patiently waiting for your recovery. You soon begin to realize this is the start of a journey into many mysteries and powerful pokemon you can't wait to challenge.
Characters:
Oren (Hero) - The Hero of the Game.
Orena (Heroine) - The Heroine of the Game.
Kaz (Rival) - Your best friend and main rival of the Game.
Pete - Another friend of the Hero/Heroine.
Sydney - The mysterious trainer who has a past with Kayo & a connection to the legendary dragon, KYUREM. Her dragon, AXEW, is only seen in the 2nd region of the Game.
Kayo - A mysterious trainer who has a past with Sydney & the leader of the Grunts/Goons/Goonetes. His dragon, DEINO, is only seen in the 2nd region of the Game.
Dray - He proclaims himself as the "Number 1 Trainer in the World". To prove this, he's gone on a search to battle the pokemon champion, Ash Ketchum. He is also the winner of the Sinnoh League and the boyfriend of Florina.
Florina - She's an expert at computers and the girlfriend of Dray. She's the winner of the Unova League, defeating Dray in the final battle of the competition.
V - He is the general of the Grunts/Goons/Goonetes & commands DARUGIS's Puppets at the highest order. He also has a past with the player's Father and has a Son & Daughter who have become skilled Pokemon Trainers.

The game starts off in the Core Region & later, the Omni Region. 386 Pokemon from regions Kanto, Johto, Hoenn, Sinnoh, & Unova, all appear in both.
There will be 16 badges in all. Each gym leader will have his/her own signature Pokemon that is not obtainable in the game.
All Original Characters & Trainers, including some fan favorites from the anime such as:
Ash Ketchum Misty Brock
Aside from the anime favorites, Yami Yugi from
the YUGIOH Series will also have a short apperance
in the hack as a Gym Leader.
There will be newer generation moves. Some to note are Shadow Claw, Roost, Scald, & plenty more.
DW Abilities (Yes that includes the overused fan favorites of Drizzle Poliwag, Drought Vulpix, & Speed Boost Torchic.)
All Pokemon will learn some of their best egg moves from gen 3-5 by level up instead of breeding. (Serebii.net Pokedex was used for this information.)
Inside every pokemon center, there's a Nurse Joy & Doctor Roy. Doctor Roy will be the one to heal your POKEMON. Nurse Joy will be next to him and challenge you to a double battle along side Doctor Roy. This is helpful for exp points.
Beta 1 Errors(Will be fixed in future releases) All are very minor & do not affect the gameplay at all.
1.The introduction sprites for the Hero/Heroine/Rival are Not Inserted.
2.DRAY's trainer sprite's hair is Grey, but his OW's sprite's hair is Dark Blue.
3.New Moves do not have their correct descriptions or animations YET.
4.Kaz's OW sprite has a Black backpack, but his trainer sprite has a Yellow one.
5.The Pikachu at the start of the game's menu is cut off. It will be replaced with another pokemon when I get assistance in changing it.

Anyway, here's my Pokemon Black hack: Pokemon Beast Black.
Introduction
After creating this hack for me and my friends to play, I finally decided to release it to public. My hack contains coding from Blaze Black, so after getting permission from Drayano, I could release it.
So, it already has been edited a lot, as you can see in the screenshots. I'm still motivated to hack a lot more, especially if I get some (good or bad) reviews. (If you have a bad review, please use constructive critism. This helps me too.)
Storyline
Unova is in horror.
Years and years ago, an egg appeared out of nowhere. The egg hatched, creating Arceus. Arceus created the universe and three other Pokemon: Dialga, Palkia and Giratina. But Arceus banished Giratina to a dark dimension. Giratina lived full of hate and wrath. His heart became dark and sinister. But he couldn't do anything, as he was trapped in the dark dimension.
Until one day, a trainer managed to create a portal to the dark dimension. The trainer visited Giratina, and offered it a better life. The trainer said that if they fought together, they could take over the world, and Giratina could finally take revenge on Arceus. The two took over a region called Sinnoh. All the people who lived there died, except for one. That person currently lives as Elite Four.
Giratina and the trainer took over Hoenn. Everyone there died too. Kanto and Johto were afraid they were next, so many residents fled to a new region, called Unova. Giratina and the trainer decided to target Unova, but a mysterious trainer stopped them. The trainer was furious. They surrounded Unova with a dark void, meaning nobody could get in or out. The mysterious trainer is currently looking for a way to remove the void. And he has all the time. But now Ghetsis appears, and he wants to release all the Pokemon. If he does, Unova will be unable to fight against Giratina. That would be horrible. That is why YOU, trainer, must stop him!
Features
Wow. Let's see:
Every route has been edited with new Pokemon. All 649 Pokemon are availbable.
Every trainer uses different Pokemon. Some trainers even have a new overworld.
A new league: New leaders, elite four and Champion.
New starters: Cacnea, Carvanha and Houndour.
Pokemon might have new stats, moveset, or typing.
Pokemon might have new sprites; Spinda is removed and a new Pokemon is inserted.
Instead of the elemental Monkeys, you recieve an Eevee. The eeveelutions have a complete change of sprites, moveset, stats and more.
New legendary Pokemon, for example: Volcarona has been replaced by Regigigas, Legendary musketeers were replaced by the legendary Birds, etc.
Dialogue edits: Sometimes serious, sometimes hilarious.
Move edits: Some moves are stronger of have an altered side-effect.
Altevo's: No more trading needed for any evolutions/items/pokemon.
And more, but I won't spoil it.
