I converted some videos into the .dpg format (i used Xilisoft) when i played them they were not full screen (256x192) , some videos appear in full screen and some do not.need help with this.

1. original resolution was less than 256x192
2. your video's aspect ratio is not 4:3

So ,i have to crop the video?

Either crop, stretch, or deal with it. The DS isn't widescreen, if you want widescreen content you need to either chop off the sides, stretch the video out so it's taller (which distorts it), or deal with the black bars.
