Well, problem i have a MH 3G cart but it was Japanese and my 3DS is US version, cause the region block i can't play it. So anyhow we can bypass this problem?

One of my friends explained it well. It's because, for example, the US Nintendo wants money, yes? If US gamers buy Japanese games (to get them early, etc) then the US Nintendo doesn't make money, the Japanese Nintendo does. Basically it's to ensure that the sects of Nintendo have "fair" profit in that US gamers will likely (granted the few with imported 3DS's) will buy US games.
I'd much rather not have a region lock but then there's a large potential for US Nintendo's decline due to oversea sales/imports. Hell Japan's Nintendo would pretty much have a monopoly if not for the region lock xD I know I'd import most of my games if not for the region lock.

you know that region locking isn't a universal thing, right? previous nintendo handhelds didn't region lock, and various consoles don't (or selectively) region lock. importing is expensive, so NoJ wouldn't have a global monopoly without region locks (even if you ignore language)
