That is not true. A bad cable is very sensitive to external disturbances, such as electric impulses. In extreme cases even the signals from the wifi can interfere (rare, but possible).
In the Wii's case the video output is very close to the power input (yes its only 12v, but thats enough). An HDD close to the Wii is also a big cause, due to the magnetic field it emits.
There are a lot of interference around the Wii that WILL affect bad cables, no matter the length.
You are correct about the upscaling though. The only thing those "magic" 1080p hdmi adapters can do to help is relieve the TV from doing the upscaling, which can improve the picture quality. But that pretty much only affects cheap TVs.

Of course, theres always a chance to get bad cables (manufacture errors happens), but just return then and get new ones in that case.

Just keep in mind that just because my cable works perfect, theres no guarantee yours will. Usually, the cheaper the cable the less quality control they have.
Also worth noting, all my TVs and Monitor is Samsung brand of quite high pricerange, so I have no idea how it works on cheaper TVs and other brands.
