Hi, I bought a used hacked old 3ds. I deleted all the files on SD card. Even the important ones. Now it won't open. Just a blue light flashes. I don't know which version Luma3ds was. I need help.

first at all read https://3ds.hacks.guide/ and you will get more familiar with the hacking process, you need some files on your SD Card to work.
Try to keep pressed Start while you turn on the console.
on the guide there is a section about the concepts and FAQ

What kind of "blue light flashes"? Does it the screen stays black after that? Does the blue led (power) stays on & doesn't turn off?
Like others have said, check what version of Luma3DS you have, remove the sd card and hold the select button on boot for Luma3DS menu, and hold select on boot for GodMode9.
If you Luma3DS ver. 7.0.5 or below then you're on A9lh, and you need to update to b9s..

Screen stays black. Blue light turns on and out after 2 seconds. Luma menu doesn't show up.

You're on A9lh most likely. Put the Luma3DS ver 7.0.5 files from here onto your sd card, GodMode9 too, and test again. Do not follow the guide until we know for sure that it is.

Just press start after that it should take you to the home menu. And yea, follow the Finalizing Setup guide to install the Homebrew Launcher & FBI.
You can install game files (cias) with fbi, don't ask where to download games as it's against the rules here, and Google is your friend anyway..
