Maybe because it uses an unsafe fopen.
I can only say that there's no virus in it, but if you're afraid, you can run it in a VM.
It should run without any issues.

Today I decided to release this little soft of mine: NTR Plugin Manager.
It will allows you to edit Gateshark's text files and to easily convert them into plugins usable on the NTR CFW.
For that it uses my Gateshark2NTR.
Note that this tools isn't fully finished, and still tagged as Beta.
I dont have the time to fully finish it at the moment but it works so why not let you use it instead of letting it rot in an old cold hard drive.
A few screens of the beast:
To start using it, define the input / output path in the settings then refresh (wheel).
To be able to convert your cheats, you need:
- DevKitPRO, Install this and be sure to add "c:\devkitPro\msys\bin" to the PATH Environment Variable
- You also need to have the VCRedist 2015 installed.
@Blootie was kind enough to write a full tutorial on how to setup and use the manager, so I paste it here.

I'm not well versed in the virus stuff and such, so I don't know what the antivirus are looking for, but since this app generate a code file then launch 3 subprocess (Devkitpro) maybe it comes from that ?
Anyway, nothing harmful in it, for the people which are unsure whether to use it or not - there's no need to be afraid, but I get it, np -, know that you can use it without any problem on a Windows VM.

I am having the same issue. It may be simpler to write our own plugin file using a NTR Plugin template. I am having this issue as well, trying to remove as many codes as I need to reduce the file size but it doesn't seem possible with this application. I will try porting some myself and post back with the results (Including the SELECT menu)is there any way to make Gateshark2NTR make smaller plugin files? The ones it makes are not usable by extended-memory games (such as Super Mario Maker, Sm4sh and Pokemon Sun and Moon), due to their being well past the 300 KB maximum that mode 3 allows. So...is it possible to make a Gateshark2NTR with mode 3 compatibility?
300KB is not the limit. it is just a recommendation not to go over 300KBI thought the size limit was 300 KB. Apparently the size limit is actually 500 KB.
I've found a 468-KB file for Super Mario Maker. Perhaps I could give it a try.
