I'm sure you've heard the recent resurgence of interest in BotW's UMii format. I had never know about this, but it seemed tedious to convert from Mii -> UMii based on what I could find. So... I dug up some old code I wrote for fun to read Mii files, and slapped together a basic conversion script. If something like this already exists and I'm just totally blind, please let me know.
It's very bare-bones and doesn't yet do any checks to prevent invalid UMii values, so just keep that in mind.
It's also extremely clunky, but hopefully I'll fix that if people find this tool actually useful.
Examples (Mii files included, feel free to post your own images as well!):
