Xexmenu don't appear in flashdrive

I just finished installing RGH3 on my Xbox 360 phat and I followed the guide from Modded Warfare on YouTube.
Formated the USB drive on the Xbox and put the files in the "Content" folder. But when I plug it in is shows that nothing is on the drive.
I also installed a fresh hdd, will that in anyway effect this prosess?

Forget what you knew from the 360. This is how the console will work from now on. Everything will be done by aurora. Now you have another console.
