Currently, it's mostly copy/paste python, but I do plan on adding to this in the future. It's like NPM's init command, except you do 'xbrew <console_type> <project_name>' (if xbrew is in path, and python is installed) and you have full boilerplate code.

Boilerplate code is like a template of source files, even a project with all the required files for a minimum skeleton for a basic program. That is good for getting up and running in no time, so the newcomers can start working on the desired matter without fighting with tedious minimals like initialization of libraries and such. This is a very common concept for developers.

Does save you a bit of work I guess, just open a terminal from anywhere after this is added to the PATH and tell it to initialise a project there.
