I do not have an xbox 360. I may buy one. A used one. As far as I know after 2010 if an xbox is banned, its HDD is no longer crippled. But lets say that the xbox is banned and its hdd crippled so I can no longer install games. Can't I just change the hdd so I can install games on the new HDD? I know this wont unban my xbox but i just want to know that whether I can install games on the new HDD.

If your 360 is banned and the HDD is crippled then just install the latest 16537 dash to uncripple the HDD.
Or consider getting a RGH/R-JTAG done to it.
That way you can put games on the internal HDD.

I found the answer.

The hard drive itself is left untouched - you can place it in another 360, even an unbanned one, and it will still work just fine. You do NOT need to reformat it to regain any kind of functionality. Any installed games will need to be reinstalled for the console you want to play them on. This is normal behaviour and happens when swapping HDDs on unbanned/legit 360's.
