I had this problem with Hyrule Warriors dlc. Unfortunately formating the console will not help as the tik will stay.
What should fix it is replacing the fake tik with a blank empty one.

First dump all of your tik files and find out which one is the fake tik.
Once you know its location make a new text document on your pc and rename it to the tik you want to replace.
After that just replace it as you would any other file with wupserver.
ex.
Code:
w.up("000000XX.tik", "/vol/system_slc/rights/ticket/apps/00XX/000000XX.tik")

Double and triple check that you have the right tik file that you want to replace. Replacing a tik for a system title could lead to a brick.

Just want to add something here.

1. Purchased Shovel Knight a long time ago. Installed on NAND.
2. Installed some games last week with Brazilian. Of accident I installed Shovel Knight as I forgot I had it for Wii U. This was to the USB so I had 2 copies of SK installed.
3. Removed the USB-version (Brazilian).
4. Found this thread and wanted to find out if it effected my mishap so I deleted the NAND-version (Legal).
5. Re-downloaded and waiting for the fail but it installed successfully.

Seems strange? Was it because one was on the USB and the legal one on the NAND?

Interesting probably having them on different storage creates the ticket somewhere else?

Me I had FF on USB all the time. Maybe I will try to install the game from eShop while on fw.img....

And I will try to install the legit game to NAND instead of USB

I don't think having them on usb or internal memory will do anything as the tik files will also be in the same place.
I think this only affects dlc/eshop only games. When you install a dlc with fake disk tik it messes things up and causes the problem that @huma_dawii has.
