I've never used WUPInstaller (don't need to... because 5.5.1), but why can't you just have it install to the Wii U system memory, and then move it to the USB HDD later?

Because of the way we currently run homebrew (via Mii Maker), an IOSU exploit is necessary to enable USB access in software that isn't normally granted that right.
