I think before you tame them, they try to attack you and maybe 1 out of every 15 or 20 bones would work.
Jeb did it on the first or second try which seems way too easy considering how common bones are.Could be just a test... set it at a 0.25 (25%) rate to ensure that there is success and failure in correct proportions then change the value to balance it out.

I could never work out what you are meant to do in the game, what's the point or what's the goal. Some sort of introduction quest might help there.
