How deep is this in development?
Like is this a demo or is it a more or less complete version ported to the 3DS?

I didn't even know Undertale's source code was available. (If it is)

No, souce code for Undertale is not availale, and won't likely ever be. This is just a mock-up, I don't think he has plans to fully port it / recreate it, as it would be an insane amount of work.

You can't even control the main character yet, so..
 
Are you using the unpacked "Undertale data.win" or are you just ripping the sprites from pictures?
Using the actual game files from the data.win.

IIRC someone managed to reverse compile Undertale back to a Game Maker project file, but don't quote me on it lol.
You can't even control the main character yet, so..
It's not even a game. It could be turned into one, but like I said earlier, I'm not trying to recreate the game right now, I'm just playing with lua. There was another person helping me with it but he's not active. Plus I can't complie to save my life, so I made another project that didn't require it. Right now I'm just making something with Lovepotion that recreates some scenes from Undertale with 3D depth.

But Nintendo has a HTML5 engine and game maker studio can export to HTML5 so... What's stopping him from testing that out?

Wait, so I can create HTML5 games and applications for the 3DS? Or it just runs using the browser?

Only on the N3DS and Wii U.
Mario Vs Donkey Kong Tipping Stars or whatever it's called was made using HTML5 I believe.

i opened the source code in notepad and replaced all the text with the fan made Ice E battle
i'll try compiling that and see if it works

EDIT: it doesn't work :(
Code not written for the 3DS doesn't work on the 3DS.
In other news, water is wet.
