yes, but you need to meet two requirements.

1. Your DS must be a v1,2 or 3. This is referring to firmware numbers.
2. You need a compatible Ralink-chipset wireless card.

QUOTE(Second link when searching for 'flashme over wifime' on google) said:
HOW TO GET FLASHME TO WORK WITH WIFIME:
1) Prepned the nds loader to flashme.nds (both found at http://ds.gcdev.com/dsfirmware/)
Put flashme.nds and ndsloader.bin in "c:\flash"
Click Start->Run and type "cmd" if you are using Windows 2000 or XP, or type "command" if you are using Windows 95, 98 or ME
In the box that opens type "cd c:\flash"
Type "copy /b ndsloader.bin + flashme.nds flashme.nds.gba"
Flash flashme.nds.gba to your flash cart, by itself, without any other loaders

2) Download wifi me drivers, program AND wifime.zip from http://users.belgacom.net/bn967347/download.htm

3) Using a Linksys WMP54G pci wireless networking card, install the drivers that came with wifime (see http://www.aaronrogers.com/nintendods/wifime.php)

5) Insert your flash cart with flashme.nds.gba flashed to it

6) Prepare your DS by following the directions found http://ds.gcdev.com/dsfirmware/ (I'll copy paste here for reference)
Open the battery lid, remove the square white/pink sticker from the hole

7) On your computer, place wifime.zip in the data directory of the Wireless Multiboot application (wmb.exe). At a command prompt (run->cmd), run the program that came with wifime:
wmb.exe -data wifime
(should look like http://www.aaronrogers.com/nintendods/wifi...ges/App_01.png)

Alternatively, there is a frontend for wifime, so you don't have to use the command prompt if you don't want:
http://headkaze.webpal.info/

8) Turn on the DS and make sure it is plugged in

9) Press download play

10) If you did everything correctly, you will see a dos like screen on the bottom of your DS. Follow the Flashme directions on the DS screen:
make contact between the two SL1 pads by putting a solid metal object in the hole (I used a paper clip).
DO NOT SWITCH OFF OR REMOVE BATTERY UNTIL IT IS FINISHED! The process is only PAUSED when SL1 contact is lost.
Please do not remove the battery or touch the other two holes!

11) When it reaches 100%, it will tell you it is safe to shutdown.
