How do you raise the CPU clock speed above 1963 MHz?

I'm trying to play Metroid Prime 3 on Dolphin and it's unplayably slow with the CPU set to 1963 MHz which is the maximum the menu lets me choose from. I'm using Horizon OC 2.4.2 and an OLED Switch.

Is it worth trying to get this game to run on the Switch or just emulate it on a PC?

Not helpful, but on my Switch v2 I can OC the CPU to 2703MHz and my speedo is 1628/1646/1663.
