People like to stay on the lowest firmware they can in case of future exploits, and a lot of people(myself included) only got into homebrew recently.
The rule of thumb is that you don't update until you're sure that everything is okay and homebrewers give the go-ahead. It's also in the hope that something shows up that we may not have found until much later. It's unlikely but still a possibility.
There was a ARM11 Kernal sploit "scare". It was real (I think that's what I read, idk) but it wasn't an exploit. Just a vuln, and no exploit to get us their so yeah no use unless @MassExplosion213 has made only progress. Hope that helps.

Honestly, for the answer to this, just check 3dbrew. See what all was patched. And then realize this. The "elites" have a lot of private stuff. Would they really tell you that their exploit was patched? No. There's always unreported updates and fixes.

Was the 9.2 kernel exploit disclosed? Not until after someone publicly found it. So yes, it is true. But I won't say much more on this. I don't wanna hype things.

Just sayin, be checking that iso site next week. There may be a "special" upload."secret" huh so that's the smell
The secrets are driving everyone nuts. Still I can understand why some of it would be kept secret.
