No. My EUR n3dsxl was on 9.4 when I got it about 6 months ago.

Hard to say. N3DS are still being manufactured so they're still coming out with newer firmwares.

People like to stay on the lowest firmware they can in case of future exploits, and a lot of people(myself included) only got into homebrew recently.

That's normal, for example i stayed for like a year on firmware 6.x, later you know i downgraded from 9.2 to 4.5 to use palantine.

i hope to anything that a kernel gets release, so maybe gateway can finally get to work with sysnand 9.2+, i bought a gateway a while back and never got to use it. since i was on 9.4. recently i updated to 9.9 since smeau said there wasn't a point staying on a low version unless it was 4.5 to 9.2.

n3DS can not downgrade if you're on or above 9.6.
