Why when measuring the D point, before installing the chip, does it give me something like 7? But when I install the chip, insert the cables, and test and measure using the chip itself, it gives me something like 1.4 V?

Are you sure that it showed 7?
Might it have been -1?

Usually a multimeter in diode mode sends out a voltage of 2~3 volt to measure the voltage drop over a diode or some other piece of silicon like transistors.

Yes I fixed it I just put more solder tin.. What do you think of these values now?
3v3 = 0.831v
d = 0.755v
a = 0.750v
c = 0.773v
b = 1.383v
